Work blockers, exceptions and stuck transactions
Assign an owner and corrective action to unresolved operational conditions.

Before you begin
- Facility-scoped queue access.
- Named operational owners and escalation contacts.
1. Open Work Queues
Filter the facility work queue and inspect the reason, transaction/subject, age and responsible owner. A hold says what remains unknown; it is not automatically a denial.
2. Separate protocol and local work
Inspect protocol_mandated and routed_gates where available. Integration failures, unmapped coverage, missing prices, evidence gaps, suspense and patient-liability review have different owners.
3. Repair the source condition
Follow the corrective action against the source record or configuration. Keep the task’s identifier and evidence references so another team can follow the same issue.
4. Escalate stuck transactions
Use the stuck-transactions and raise-stuck-ticket workflow with the original bundle identifier when configured protocol limits are reached. Preserve durable payload records and attempts.
Queue operating model
The operator guide requires a named owner, aging policy, ordered escalation and an upstream-unavailable procedure for each queue. A queue without ownership is unfinished operations.
Financial versus clinical control
Unresolved financial gates route to review. They must not erase a performed clinical event or silently convert an unresolved balance to patient debt.
Troubleshooting
A transaction is repeatedly retried without progress
Review whether it needs a source correction, new business request, information response or upstream support instead of another identical transport attempt.
